As the fabulous mythological bird that prepared
its own renaissance when it felt its end approaching, Europe has always
known, all along its history, how to find the way of renovating the social
systems of health and welfare once they showed the first symptoms of
inadequacy towards society needs. |
That is what happened at the end of the
Mediaeval times, when Europe discovered the world and transformed itself
through its discovery, it happened once again when Europe industrialized
the world and transformed, and then again when she created the Welfare-State
to give an answer to the problems created. |
And once again Europe is living a new moment of
rupture and transformation which demands a structural change of the health
and public welfare policies. |
In order to pave a safer way for the future, it
is necessary that Europe knows its past, the attempted experiences, the
obtained results and the weaknesses of the path. |
It was this idea that joined more than 60
partners from EU, with the USA, South Africa and Russia, to analyse the past, know the present and prepare
for the future together. |
